Kerala AVGC-XR Policy 2024 (2024–29)
A five-year policy (2024–29) coordinated by the Kerala Startup Mission (KSUM), with the Centre for Development of Imaging Technology (C-DIT) as nodal agency for a planned Centre of Excellence (CoE) in Thiruvananthapuram. Sets targets of 250 AVGC-XR companies, 50,000 new jobs, 10,000 professionals trained per year, 150 incubated startups, and 15% of India's AVGC-XR content output by 2029, backed by production grants, a startup investment allocation and a proposed ₹200 crore Catalyst Fund.
Incentives & provisions
- Production grant — animated episodic series
- 20% reimbursement of qualified expenditure for animated episodic series of 13+ episodes (TV/VOD/SVOD), capped at ₹30 lakh per company per year across up to 2 sanctions, with a ₹20 lakh limit per single sanction.
- Production grant — animated feature films
- Reimbursement for animation films of 90+ minutes with Indian-themed content, capped at ₹1 crore per film for one company, limited to 1 sanction per company per year.
- Production grant — XR & VFX projects
- 20% reimbursement of qualified expenditure for domestic XR/VFX projects valued above ₹15 lakh, capped at ₹20 lakh per company per year across up to 3 sanctions (₹10 lakh limit per single sanction).
- Production grant — game development
- 20% reimbursement for Indian-developed games with 2 lakh+ collective downloads or award recognition, capped at ₹5 lakh per sanction, up to 2 sanctions per company per year.
- International/licensed IP productions
- 20% reimbursement of qualified expenditure for multi-national productions undertaken in Kerala or licensed global-IP game development, capped at ₹5 crore per company per year, limited to 3 sanctions per year.
- Startup investment allocation
- ₹50 crore allocated for investment in startups registered in Kerala within the previous two years, alongside an AVGC-XR Venture Capital Fund and existing Kerala Startup Policy financial assistance (grants, seed loans, equity).
- AVGC-XR Catalyst Fund
- A proposed ₹200 crore fund over 5 years, with the Government of India, Government of Kerala, banks, PE funds and HNIs as partners — 30% allocated as seed funding, 70% as scale-up funding.
- Centre of Excellence (CoE)
- 20 acres identified in Thiruvananthapuram for a CoE administered by C-DIT, offering motion capture, 2D/3D animation and high-speed rendering infrastructure, specialised programs including PhDs, and merit-based scholarships.
