Maharashtra AVGC-XR Policy 2025
A 25-year state policy (2025–2050) recognising AVGC-XR as an industry and infrastructure sector, targeting ₹50,000 crore in investment and 2 lakh jobs, backed by a ₹3,266 crore government outlay for incentives, infrastructure parks, and dedicated sector funds. Incentives & provisions
- Total outlay
- ₹3,266 crore total, per the Government Resolution — ₹1,306 crore for 2025–30 and an estimated ₹1,960 crore for 2031–50, with ₹100 crore in additional budget approved for the current financial year 2025–26.
- Anchor unit subsidy
- The first 10 units investing at least ₹50 crore and employing at least 100 people each get anchor-unit status: a subsidy of up to 25% of fixed capital investment, capped at ₹25 crore, paid over 5 years.
- Capital subsidy for MSMEs
- New AVGC-XR MSME units directly employing at least 10 people can claim a 20% capital subsidy, capped at ₹25 lakh, paid over 3 years.
- Stamp duty exemption
- 100% stamp duty exemption on specified transactions (mortgage, lease, conveyance, etc.) for new units and expansions in AVGC-XR/IT parks, SEZs and STPI-registered units, and eligible units outside dedicated parks, subject to conditions.
- Electricity duty exemption
- New units registered with the Directorate of Industries: exempt from electricity duty for 10 years in Zone I (Mumbai and Pune metropolitan regions) or 15 years in Zone II (elsewhere); SEZ/STPI-registered 100% exporting units get 20 years.
- Power tariff subsidy
- ₹2 per unit power tariff subsidy for 5 years for new AVGC-XR units in the state.
- WAVES participation fund
- ₹200 crore dedicated fund to support Maharashtra's participation in the WAVES (World Audio Visual & Entertainment Summit) ecosystem.
- AVGC-XR Fund
- ₹300 crore dedicated fund to support local AVGC-XR entrepreneurs and startups.
- AVGC-XR Parks
- Dedicated infrastructure parks at Film City (Mumbai), Navi Mumbai, Nashik, Chhatrapati Sambhajinagar, Kolhapur/Satara, and Nagpur — per the policy's English annexure. 60% of park area is reserved for AVGC-XR units; the remainder supports residential, institutional and recreational space.
- Round-the-clock operations
- Essential Services status granted — units may operate 24x7x365 without standard shift-hour restrictions.
