Every Atal Innovation Studio in Rajasthan is to carry a digital lab with pay-per-use common post-production infrastructure
Rajasthan's AVGC-XR Policy 2024 gives each Atal Innovation Studios and Accelerators facility a digital lab with post-production technology, training and pay-per-use common infrastructure [3]. It puts Jaipur at the centre of a hub-and-spoke network whose spokes are to be notified later [2].

Rajasthan's AVGC-XR Policy 2024 builds its infrastructure offer on a programme called Atal Innovation Studios and Accelerators, run on a hub-and-spoke model with Jaipur as the central hub and the state's divisions as spokes [2].
What the facilities are to contain is set out: plug-and-play space, semi-customisable options, VR and AR labs and high-performance computing, with subsidised space at the hub alongside mentorship, skilling and accelerator programmes [2]. Every facility in the network is to include a digital AVGC-XR lab offering advanced post-production technologies, training and pay-per-use common infrastructure [3]. The spokes carry a second job: they are to serve as Centres of Excellence in specific AVGC-XR segments and to provide subsidised plug-and-play space for startups and small and medium enterprises [3]. The policy also makes the studios hosts for research and development labs in AVGC-XR technologies [4].
The grants sit in a separate chapter: an animation film of 60 minutes or more, and an animated series of 10 episodes or more, are each reimbursed at up to 30 per cent of qualified expenditure, capped at 50 lakh rupees per entity [5]. VFX, AR and VR work is reimbursed at up to 30 per cent of qualified expenditure, capped at 50 lakh rupees per entity in a financial year [6]. Mobile and console games are reimbursed at up to 20 per cent of qualified expenditure, capped at 1 crore rupees per entity and paid against milestones [7]. Comics are reimbursed at up to 25 per cent of qualified expenditure, capped at 15 lakh rupees within a financial year [8].
Which committee clears a claim depends on its size: proposals of up to 50 lakh rupees go to a Nodal Departmental Level Committee, which meets as and when required [9]. Proposals above 50 lakh rupees and up to 1 crore rupees go to an Evaluation Committee, which meets quarterly [10]. Proposals above 1 crore rupees go to a State Level Implementation Committee, which meets half-yearly [11]. The Office In-charge of the Atal Innovation Studio and Accelerator Program is Member Secretary of all three committees [12]. The nodal department is the Department of Information Technology and Communication, which is also to house a dedicated AVGC-XR cell and a helpdesk for investors [13].
The programme is presented alongside iStart, the state startup platform the policy credits with registering over 4,900 startups and creating more than 33,832 jobs [18].
The spokes themselves are not named: the policy puts Jaipur at the centre and says the network of spokes will be expanded as the government notifies it over time [2]. The four-city shape the sector now repeats comes from an official's remarks rather than from a notification: ETV Bharat reported on 2 February 2026 that Tapan Kumar, Additional Director of the Department of Information Technology and Communication, said the first centre would be prepared in the e-Governance Building at Jhalana in Jaipur, and that innovation studios would also be developed in Bharatpur, Bikaner and Udaipur after successful operation in Jaipur [19].
The Rajasthan AVGC-XR Summit, held in Jaipur on 28 October, drew more than 5,000 creators, students, studio founders, educators and policymakers [1]. AnimationXpress, reporting from the summit, described the programme as operating across Jaipur, Udaipur, Bikaner and Bharatpur [1].
The policy states no outlay: it announces an AVGC-XR Fund to support startups and innovative enterprises through grants, equity investments and financing, leaves its structure and usage to guidelines issued from time to time, and states no size for it [14]. Read in full, the document states no total outlay, no annual budget and no financial allocation for the studios programme [15].
Eligibility is deferred in the same way: the note under the production grants table says the eligibility and provisions for the incentives will be notified by the government from time to time, and detailed operational guidelines are to be issued from time to time [16].
The policy remains in force till 31 March 2029 and takes effect from the date of issuance of the order, a date the document does not give [17].
