HKI Media signed a memorandum with Uttar Pradesh's ₹5 lakh youth loan scheme to set up 500 AVGC-XR studios

HKI Media announced the memorandum in December 2025 and gave no rollout schedule, locations or per-studio capital [4]. The scheme lends up to ₹5 lakh and pays the interest for four years, to applicants aged 21 to 40 [2].

The Mukhyamantri Yuva Udyami Vikas Abhiyan lends up to ₹5 lakh in its first phase and pays the whole of the interest for four years [2]. A second phase lends between ₹10 lakh and ₹20 lakh and pays half the interest for three years [2]. Applicants must be aged 21 to 40, educated to at least class 8 and permanently resident in Uttar Pradesh [2].

The scheme covers industry and service projects generally, and at its launch in March 2024 the state set it a target of one lakh young entrepreneurs every year and 10 lakh units over ten years, with ₹1,000 crore provided in the 2024-25 budget [3].

HKI Media announced in December 2025 that it had signed a memorandum of understanding with the scheme to set up 500 AVGC-XR studios across the state [4]. Its stated contribution is the HKI Media brand, studio setup guidance, marketing and business development support, and a talent platform called GigMedia [4]. The release names no capital of its own and no government money beyond the scheme's credit [4].

Five hundred units each drawing the full first-phase amount would carry ₹25 crore of credit between them, on the Desk's arithmetic over the scheme's ₹5 lakh ceiling [2]. Set against the scheme's own target of one lakh entrepreneurs a year, the programme is half of one per cent of a single year's intake, on the same arithmetic [3].

Uttar Pradesh has no AVGC-XR policy of its own: the state's index of industrial and sector policies lists none, and the nearest instruments on it are the Uttar Pradesh Film Policy 2023 and the IT and ITeS Policy of 2022 [5].

Haryana, the nearest state with a dedicated policy, notified it in May 2026, reimburses 30 per cent of eligible capital expenditure up to ₹10 crore per unit, and admits a unit to the scheme only if it directly employs at least 50 people for a year [6].

The December announcement was supplied by VMPL and carries ANI's advertorial disclaimer, which makes its claims the company's own rather than the agency's reporting [4]. HKI Media's other announcement in the sector, a ₹10 crore Centre of Excellence in Haryana in June 2026, came the same way and gives no company size, locations or track record [7].
